The plant took four winters to pour against a cliff face that had rejected three contractors before it. Two hundred and sixty meters of treatment hall run the length of the headland; a single intake tower holds the whole coastline to the datum. The engineers did not decorate it. They did not need to.
Core sample 44, drawn from the tower's western ring in 2024, returned compressive strength two tiers above the 1971 specification. The concrete here is not a surface. It is the argument, made in stone, that public works can out-live their budgets, their parties, and their doubts.
